This is a list of Mikoyan-Gurevich MiG-23 operators. Active operators are in bold

Operators

As of 2021, the MiG-23 is operated by the air forces of Angola, Cuban Air Force , Air Force of the Democratic Republic of the Congo , Ethiopian Air Force , Kazakhstan Air Force , Libyan Air Force , North Korean Air Force , Sudan, Syrian Air Force and Zimbabwe Air Force .

The Angolan Air Force (FAPA) recieved a large number of MiG-23s from the Soviet Union. Additionally, aircraft operated by the Cuban Air Force and later Executive Outcomes mercenary pilots were operated from Angolan bases.
