The Union of Slavic Forces of Russia (USSR; Russian: Союз славянских сил Руси; СССР; Soyuz slavyanskikh sil Rusi, SSSR),[2][3][4] also known as «Home in the USSR»,[5][6] «Union of Soviet Socialist Republics»,[7] «Citizens of the USSR»,[8][9] «Government of the USSR»,[10] «Witnesses of thr USSR»,[11][12][13] necro-communists[14][15][16] and necromancers[17] — is an informal social movement in Russia , whose supporters are convinced that the Soviet Union (and the Russian Empire), as a sovereign state and a subject of international relations, de jure continues to exist, consider themselves its citizens and, on this basis, refuse to recognize the constitutional system of the modern Russian Federation, observe its current legislation and obey the existing government authorities.[18][19][20][21] The ideological component of the movement is the adherence and propaganda of various conspiracy theories, anti-Semitism and neo-paganism.[22][23][24]

According to the FSB of Russia, in 2018 the movement had 150 thousand followers.[25][26]

In 2019, the Supreme Court of the Komi Republic recognized the Union of Slavic Forces of Russia as an extremist organization.[27][28][29]

History and ideology

Taraskin's group

The movement was started in 2010 by the owner of a dental clinic in Zelenograd, Sergei Taraskin (born 1962[30]), who came from Dushanbe.[31] Taraskin also calls "Fire God Taraskin[32]" and "Owner of the Universe", claims that he is a «citizen of the USSR, a descendant of subjects of the Russian Empire, the Russian Kingdom and other pre-existing subjects of law in our Country Russia (Rus', Tartaria, Borea, Scythia, and so on) , a descendant of the Noble breed of Slavs, who is covered by the Diploma of Alexander Filippovich, Tsar of Macedon, Sovereign of the Monarchy».[32] The clinic lost its investor, it accumulated rent arrears, and the Moscow authorities demanded to vacate the premises.[33] Taraskin appealed the eviction in the Moscow Arbitration Court and during the trial declared himself "interim President of the USSR".[32] He also said that he was serving as "Emperor and Commander-in-Chief of the Russian Empire";[32] and vowed to fulfill in good faith the obligations undertaken "until all structures, bodies and organizations of these entities are legitimately (lawfully) restored, after which I am willing to voluntarily resign from myself these obligations." He issued an order on the "Third World War", which should stop a possible NATO offensive against the USSR and prevent the armed forces of the military-political bloc from entering the country, promising 10 kg of gold each for the "elimination" of the president of any state providing assistance to NATO, and for general - 5 kg.[33] Also, Taraskin revived the KGB USSR and SMERSH, and in his appeal dated September 18, 2015, he stated the following: "Each of you will certainly answer for all your actions and your inactions during this period in X-hour <...> all your inaction will be interpreted against you".[33]

As an ideological basis for his movement, Taraskin used a mixture of ideas from the German Reichsbürger movement, as well as overtly anti-Semitic ideas and famous conspiracy theories, including the use of such historical forgeries as the "Protocols of the Elders of Zion.[32]

Religious scholar Roman Silantyev identifies the following signs of similarity between the two movements:

Reichsbürgers Witnesses of thr USSR
1. Germany is not a sovereign state, but a private company (GmbH, or "limited liability company"). 1. The Russian Federation is not a sovereign state, but a kind of LLC (CJSC).
2. The German Reich still exists today. 2. The USSR still exists.
3. After the end of the war, Germany did not sign a peace treaty. 3. There are no legitimate documents on the liquidation of the USSR.
4. The basic law, which was transformed into a Constitution after the unification of Germany, is not a Constitution. 4. The Constitution of Russia exists only in the form of a draft, the voting for it in 1993 was illegitimate.
5. Germany is controlled remotely from the USA. 5. Russian Federation is controlled remotely from the USA.

In the period from 2010 to 2016, Taraskin managed to create a vertical of power out of his supporters, appointing to the posts of prime minister, ambassador-at-large, as well as the interim head of the Ukrainian SSR and "governors" in more than 10 constituent entities of the Russian Federation, among which are such large territorial entities as the Volgograd Oblast, Sverdlovsk Oblast, Krasnodar Krai, Krasnoyarsk Krai, as well as the revived Tatar ASSR.[33]

In December 2016, Taraskin held a meeting of the "government of the USSR" in Chelyabinsk, where he and the head of the "presidential administration" Valery Ryzhov, appointed by him, issued the participants of the meeting with "USSR passports" and promised that as soon as the USSR was restored, the government would pay each of them 14 billion rubles. For their part, the participants in the meeting pledged to "put on the balance sheet" of the USSR all their property.[34] The religious scholar Roman Silantyev notes that Taraskin and his supporters sold permits for the sale of alcoholic beverages for half a million "occupation rubles" after seizing power 560 tons of gold per person. In addition, he points out that the participants of this movement “in addition to trolling judges and law enforcement officers, they create serious problems for power engineers, gas workers and utilities, refusing to pay for their services,” and “in the Trade Union of the USSR group, you can easily buy a "Soviet" trade union card and for 200 rubles of monthly contributions to its card, feel free from many burdensome expenses", although "only until the forced shutdown of the light and the court". And the sect "Ministry of Internal Affairs of the USSR" is selling, gaining popularity, "Soviet" license plates, along with "Soviet" driver's licenses and technical inspection coupons. At the same time, "for only 19 thousand "bibariks "(Bank of Russia tickets), you can purchase a complete set, which supposedly gives full immunity from GIBDD officers." And he notes that “there is also a pious legend that you can take out a Credit using a russian passport, then buy a“ Soviet ”one and tell the bankers directly that their money has been turned into the property of the USSR,” despite the fact that “in practice this scheme works even worse than the previous one.

In Krasnoyarsk, Taraskin's supporters offered for a reward of 5 thousand a month to 20% of the contract amount, helped with the repayment of loans, in Barnaul they created an online store, and in Kursk they were collecting donations to fight the "myths" about the existence of HIV.[33]

Other groups

In the future, the movement participants created dozens of groups, among which most of them received a quasi-religious coloration, having a pronounced neo-pagan essence, expressed in the form of borrowing ideas, both the founder and head of the "Old Russian Church of Orthodox Old Believers-Ynglings" of Alexander Khinevich, and Social Security Conception of Major general (Ret.) Konstantin Petrov.

Torgunakov's group

One of the famous participants in the movement was a resident of Novosibirsk - a certified agrarian-breeder Sergei Torgunakov (born 1978) living with his mother, who at the same time proclaimed himself Jesus Christ, Quetzalcoatl, Thoth, the interim head of the Novosibirsk Oblast and the head of the Central Internal Affairs Directorate for the Novosibirsk Oblast, as well as the head the judiciary and legislator of the region, as well as the owner of 18 different positions.[33]

In 2011 and 2012, for the publication of his book "The Second Coming of Jesus Christ in 2012" (was published on DVDs and sold by Torgunakov through his page on the Vkontakte social network, ordinary and online stores at a price of 300 rubles, and ordering in bulk - 250 rubles), he took loans from Alfa-Bank in the amount of about 200 thousand 600 thousand rubles, respectively (according to the bailiffs for March 2016, the amount exceeded 1 million rubles), as well as several more loans, and at the same time began to study "documents on the Internet", coming to the conclusion that debt repayment is not required, since "the country [USSR] and its inhabitants were robbed," and Russian rubles are not real money and are not backed by anything. In his letter to the bank's management, Torgunakov stated the following: "Think how many billions of dollars in losses your bank will incur if your clients find out that your bank has filed a lawsuit against Jesus Christ, declaring me a debtor and almost a fraud." And he made a proposal to conduct a joint advertising campaign: “Imagine an advertising video with my participation:“ Jesus Christ is a VIP client of the New Alfa-Bank of the USSR! ”. In the event she refused, threatening with death and the implementation of what was written in the Apocalypse. After sending a large number of such letters, calls from banks stopped and bailiffs began to deal with the return of debts.[33]

In Novosibirsk, Torgunakov began to intensively engage in agitation and propaganda work, holding meetings with like-minded people and sending letters to bankers and officials. In addition, he made a promise to make the kingdom of God out of the renewed USSR and issued decrees in which he proclaimed himself "the head of all churches in the world", anathematized Pope Francis, announced that Russian President Vladimir Putin is the Antichrist, and also declared that instead of the Bible and the Koran, everyone is obliged to refer to the 1977 USSR Constitution. Torgunakov demanded that all members of the clergy of all religions must pass a special examination to establish the degree of professional aptitude, as he said that all religious organizations should switch to Russian and refuse to use frankincense, which he considers to be the strongest drug substance. He threatened his opponents with the Last Judgment and the eruption of the Yellowstone supervolcano.[33]

Torgunakov also gained fame for the fact that, in his struggle with the current government, he expressed support for the Yakut shaman Alexander Gabyshev and, in order to upset the Russian president, carried out a ritual of maleficium of musicians from Saudi Arabia to prevent them from playing the Russian anthem without falsification.

In early 2015, preparing for a trip to Moscow, Torgunakov called the Radisson Royal Hotel, where he tried to book an "ambassador room" for himself (the cost of living in which was 1.129 million rubles), presenting a promissory note as payment, but was refused by the hotel management. Despite this, he tried again to book the same room for 1.013 million rubles through Booking.com on a different date, but was refused. Torgunakov managed to check into a simple room at the Izmailovo Alpha Hotel, provided that he worked out his accommodation, since, apart from the pension of his elderly mother, he has no other sources of income.[33]

On November 23, 2015, Torgunakov, together with a certain Olga Selyutina, came to the Novosibirsk police to convey "the last orders of the authorities of the RSFSR" and was forcibly hospitalized in a psychiatric hospital with a diagnosis of paranoid syndrome and the conclusion of doctors that "behavior is unpredictable and poses a danger to others", and was discharged only at the beginning of February 2016 expressing a desire to challenge his diagnosis in court and receive compensation from doctors in the amount of 2 thousand euros for each day of those two months that he spent in a psychiatric hospital.[33]

After being discharged, Torgunakov continued his activities as the interim president of the USSR. To become a member of his group, you must pay a membership fee of 500 rubles and send an application by e-mail along with copies of all your documents, as well as receive a "space passport", in which astrologers and "professional volkhvs" will indicate who in past lives. was a man and who he is now.[33]

Other groups

In 2018, a new group broke away from the movement - another "Supreme Soviet of the USSR" appeared, headed by Valentina Reunova, who declared Taraskin a usurper, and has a YouTube channel, which in 2020 had about 50 thousand subscribers.[35]

The "government of the USSR" (the Shefantsov-Radist group), which is currently headed by the "general radnik of the Cossacks of Russia" A. Radist, supports the former schema-abbot Sergius (Romanov) (who is a supporter of many social myths shared by the necro-communists), demanding that Yekaterinburg Diocese of the Russian Orthodox Church to grant him complete freedom to conduct propaganda.[36]

Problems with law

A resident of Yekaterinburg told the TV journalists of the Fourth Channel about the “swindlers” who almost forced her elderly father to re-register her apartment, garage and car with them. According to her, the pensioner gave them a copy of his passport, a military ticket and paid 2,5 thousand rubles of "state duty", and in return received a "document" on the citizenship of the USSR.

A resident of Chelyabinsk also told reporters of the OTV channel that his relative, who fell under the influence of Taraskin's supporters, handed over to the "government of the USSR" "several tens of thousands of rubles."

In April 2017, ten residents of Nizhny Tagil through the court demanded to recognize them as citizens of the USSR, filing claims against the Nizhny Tagil Department of the Ministry of Internal Affairs of Russia, which refused to return their old Soviet passports.[37]

In January 2018, the Russian FSB Directorate for the Central Military District opened a criminal case on incitement to extremist activity (Article 280 of the Criminal Code of the Russian Federation) against Andrey Zlokazov, who called himself the head of the "Sverdlovsk Oblast of the RSFSR", a structural unit of the "Union of Slavic Forces of Russia" (USSR) , and sent letters at the end of February 2016 to the command of a number of military units calling for the organization of "self-defense squads." In the event of the refusal of the unit commanders to carry out the "order" Zlokazov threatened to "eliminate them as enemies of the USSR." He also made and sold "USSR passports" and other "documents", as well as license plates of the USSR model. In April 2019, the Ordzhonikidze District Court of Yekaterinburg found Zlokazov insane and sent him to compulsory psychiatric treatment.[32][38]

In July 2018, Taraskin and his associate Alexander Solovyov were detained by officers of the military counterintelligence service of the FSB of Russia and the Zelenograd center for countering extremism, who searched the apartment of the first in Zelenograd in the case of public calls for extremist activity (part 1 of Art.280 of the Criminal Code of the Russian Federation). According to law enforcement agencies, “audio and video materials about the activities of the organization“ USSR ”, statutory documents, stamps, printing products were seized.” The investigation of the criminal case was entrusted to the Investigation Department of the Directorate of the FSB of Russia for the Central Military District.[39][40] On November 27, 2020, the Zelenograd court ruled to elect to Taraskin, accused under Part 1 of Art. 212.1 of the Criminal Code of the Russian Federation (organization of a public association in respect of which the court has issued a deprivation of liquidation), a preventive measure in the form of house arrest until December 25, 2020.[41]

In 2019, the Supreme Court of the Komi Republic recognized the Union of Slavic Forces of Russia as an extremist organization. Alexander Tyurnin, who called himself the head of the "security service" of the regional organization "USSR" in Komi and "Chairman of the KGB of the Komi ASSR" was sentenced to two and a half years in prison on charges of publicly calling for extremist activities (Article 280 of the Criminal Code of the Russian Federation), posted in social networks, data of an extremist nature, and also called for the implementation of violent actions against government officials and made up "shooting lists".[32][42]

In May 2020, a criminal case was opened in North Ossetia under the article on fraud against a group of persons who called themselves the "Supreme Soviet of the Ossetian ASSR" and sold "USSR passports", promising that these "documents" would save buyers from taxes and allow them not to pay ZhKKh. Religious scholar Roman Silantyev points out that, like the German Reichsbürgers (who created more sectarian groups, strenuously selling documents of the “Reichs”, disliking the official authorities, with whom they entered into a series of armed clashes that ended in human casualties), the “Witnesses of the USSR” were in the midst of pandemic of coronavirus infection "Carried out riots in Vladikavkaz", "as a result of which their leaders Vadim Cheldiev and Marina Melikhova-Meshcheryakova were charged under a number of very unpleasant articles", and also noted that the participants of this movement "are also suspected of setting fire to a cell tower in North Ossetia, for example, because they really do not like 5G technology, however, the types of towers are poorly distinguished and are ready to burn everything."

In June 2020, against three residents of Kirov, the Investigation Department of the Investigative Committee of Russia for the Kirov Oblast opened a criminal case under the article on organizing the activities of an extremist organization (part 1 of Art.282.2 of the Criminal Code of the Russian Federation). According to the investigation, they carried out the activities of the banned organization "Union of Slavic Forces of Russia", held meetings and gave out for money "inserts confirming belonging to the citizenship of the USSR." The activists were detained by SOBR officers. Two of them were released on recognizance not to leave and the prohibition of certain actions, another one under an obligation to appear.[43][44]

In July 2020, two representatives of the Union of Slavic Forces of Russia movement were detained in Noyabrsk (YaNAO), and a criminal case was opened against them under the article “organizing the activities of an extremist organization”.[45]

In September 2020, officers of the police, Rosgvardia and Centre E in Krasnodar prevented an assassination attempt on the head of the branch of the Federation of Jewish Communities of Russia in the Kuban, which was intended to be carried out by the group "Supreme Court of the USSR". According to the religious scholar Roman Silantyev, she is one of the most aggressive offshoots of necro-communists, and “her leader, Marina Melikhova-Meshcheryakova, a witch by profession, has been in custody since the spring of this year”, since “she was charged under Part 2 of Article 280 Criminal Code (public calls for extremist activity), including calls for violence against the Jewish community of Krasnodar ".[46][47] He also points out that "they were going to encourage the killer with the position of a" Soviet "minister or even a" head of the KGB "", the group itself is responsible for the riots in North Ossetia during quarantine in connection with the coronavirus, and is engaged in sending out "court decisions", where it announces the Russian Federation as a terrorist state, as well as "at the moment, members of the sect are blocking with the adherents of the former Schema monk Sergius (in the world of Nikolai) Romanov on the basis of hatred of the Hasidic movement"Chabad".[48][47]

In November 2020, the Central District Court of Volgograd chose a preventive measure in the form of detention in relation to two participants in the movement, accused under Part 1 of Art. 282.2 of the Criminal Code of the Russian Federation (organization of the activities of an extremist organization). One of them is the head of the regional cell of the movement, Sergei M., who called himself "Acting Head of all positions without exception, all without exception previously existing objects and subjects of law in the space on the territory of the Volgograd Oblast".[49][50]

In November 2020, the Zelenograd Court of Moscow placed under house arrest the self-proclaimed "Acting President of the USSR" Sergei Taraskin, accused under Part 1 of Art. 212.1 of the Criminal Code of the Russian Federation (organization of a public association, in respect of which the court adopted a deprivation of liquidation).[51]

In December 2020, a court in Ulyanovsk found a 62-year-old local resident who, from September 2019 to February 2020, held the position of “Acting Head of the Ulyanovsk Oblast of the RSFSR” in the “Union of Slavic Forces of Russia (USSR)”, guilty of hch. 1.1 and 2 Art. 282.2 of the Criminal Code (participation in the activities of an extremist organization and recruitment into it) and sentenced him to five years of suspended imprisonment.[52]
