Best Available Techniques Reference Document (BREF) refers to a European Union range of reference works developed to exchange information between industrial sectors, non-government organization (NGOs) promoting environmental protection, European Union member states, and the European Commission. The European Commission organises and coordinates the exchange of information through the European Integrated Pollution Prevention and Control Bureau (EIPPCB). The Commission Implementing Decision 2012/119/EU lays down the rules on the drawing up of BREFs. The information exchange process is often referred to as the ¨Sevilla process¨ due to the EIPPCB is based in Seville, Spain .

A BREF should generally contain the following parts:

  • Current emission and consumption levels
  • Techniques to consider in the determination of BAT
  • Best available techniques (BAT) conclusions
  • Emerging techniques

  • Annexes

The EIPPCB was established in 1997 to promote the best available technology (BAT) to reduce atmospheric pollution and promote effective monitoring of air quality.[1] The European IPPC Bureau is part of the Circular Economy and Industrial Leadership Unit of the Joint Research Centre (JRC) Science Hub.[2]
