Jaijit Bhattacharya is an Indian economist.[1][2][3][4][5] He founded Zerone Microsystems Pvt. Ltd., a financial technology firm, and is president of the Centre for Digital Economy Policy Research. He is a former head of the Centre for Fourth Industrial Revolution in India, World Economic Forum, and former Head and Partner, Economics and Policy Practice, KPMG. He is a recipient of the APJ Abdul Kalam Award for innovation in governance, and Global Corporate Affairs Leadership award for a decade of contribution and the "Shiksha Rattan Award" for excellence in teaching. He was also an Advisor to the President's office of Sri Lanka on e-Governance and ICT Policy as part of the Centre for e-governance.

Bhattacharya is also an adjunct professor at Department of Management Studies, Indian Institute of Technology, Delhi, where he teaches courses on the management of technology. He is also a member of Governing Senate of IIIT Raipur.

Early life & education

Jaijit Bhattacharya was born on 11 April 1972 in India. Bhattacharya received a PhD from the Department of Computer Science and Engineering at the Indian Institute of Technology, Delhi, MBA from Indian Institute of Management, Calcutta and B.Tech in Electrical Engineering from Indian Institute of Technology, Kanpur. He also attended Public Finance curriculum at ADB Institute at Tokyo.

Career

Bhattacharya advises governments on e-governance strategies. He has also worked on state level initiatives, such as PPP in Tourism in Chhattisgarh, PPP in Tourism in Andhra Pradesh, splitting of companies and societies of erstwhile Andhra Pradesh into companies and societies for Telangana and Andhra Pradesh.

Bhattacharya also designed and implemented a eHealth system with CSIR. It was launched by the then Science and Technology Minister. He also designed and implemented an eEducation system (Tatkal Kaksha) with Ministry of IT. It was launched by the Minister of Human resource development. He also designed, developed and delivered a Gaussian EMI-EMC radiation leak-proof transportable NOC/SOC for the Signals of Indian Army, that could be transported on Tatra trucks. Bhattacharya also helped set up Centers for e-Governance, along with respective Governments/ Government Universities, in India, China, Philippines, Indonesia, Malaysia and Sri Lanka. He is also authored the report on Analysis of technology & IT roadmap for Electric Vehicles in India.

Academic contributions

Jaijit Bhattacharya is in the Board of Directors of IIM Calcutta Innovation Park[6][7] and is drafting the chapter on Digital Vision 2035. Bhattacharya contributed to national initiatives such as Restructuring of the Indian Airforce based on the Shekatkar Committee report,[8] Ranking of States on Ease of Doing Business[9] by DIPP, conceptualization of Smart Cities by Ministry of Urban Development, Hriday initiative, ADB led Multi-modal Logistics Parks,[10] including in Jogighopa in Assam, creating the Smart City Plan for New Delhi Municipal Council, Programme Management for development of a Comprehensive Integrated Master Plan for the Four Industrial Nodes of the VCIC, Regulatory and Financial Due-diligence of education initiatives submitted to Ministry of Human Resources Development, Government of India, Program Management Unit for Swachh Bharat Mission (Urban), plan and strategy for rollout of unnat chulha[11] (improved cookstove) in rural India for MNRE (funded by GIZ) etc. Bhattacharya has been part of the World Bank initiative of South-Asian Digital connectivity[12] on areas of education, healthcare and e-governance.

He contributed to the National policy on Open Standards[13] that took six years to formulate, for which the Secretary, Ministry of Communications and IT suo moto sent a letter of appreciation. He believes that control over standards is critical to avoid Digital Colonization.[14] He also helped bring India over USD 2 billion of inbound foreign investments in 2017-18.

He is also a key author of the report "India Soars High"[15] that compiled the initiatives of the government from an investor's perspective. The same was launched by the Honourable Prime Minister, Shri Narendra Modi as part of the Make in India[16] programme launch.

He has earlier worked in senior roles in Accenture, IBM, Oracle, Sun Microsystems and HP and has been the Founding Partner of Catallyst Constellations LLP.[17][18] Bhattacharya advises governments on e-governance strategies. He has conducted training for ADB institute in Tokyo on Public Expenditure Management[19] and has helped World Bank develop curriculum for their e-Leadership program.[20]
