This non-free media file has been set up with as small a version as possible, to comply with Wikipedia's non-free content policy and United States copyright law. The current resolution has been manually selected to achieve as small an image as possible without destroying the image content. Alright, while discussion is currently taking place in FfD about whether or not this is public domain, the original resolution of the image should still be kept. I don't think making the text lower-res stops it from being copied/impact the copyright owner's commercial use.
