SANTOS System for Annual Transfer over Software is an Indian state-owned Software developed by the CRPF IT Wing. It runs on Android.[1], iOS [2] and in web browsers and based on CRPF latest Online Transfer Policy.[3] The platform is hosted exclusively at CRPF infrastructure and governed by the rules.

History

Approximately 60000 personnel are transferred in the CRPF each year, which was previously done manually. In the year 2022, on the orders of the Ministry of Home Affairs (India), it was decided to transfer through software to create transparency in the transfer process[4] [5] . But considering the complexity and diversity of transfer policies in such a large organization, the software company failed to create this software. Thereafter, under the leadership of Additional Directorate General IPS Shri Vitul Kumar, CRPF has decided to develop its own transfer software.

Deputy Commandant Vivek Kumar, Assistant Commandant Ashish Rawat, and Assistant Sub Inspector Sunil Dutt from the IT wing of the CRPF started developing the software under the leadership of IPS Vitul Kumar.

A dedicated team reviews the entire software logic and policy. All the codes of the software, including the backend and frontend, were written by Sunil Dutt under the guidance of a senior executive.

and a mobile app for force personnel. All personnel receive all transfer-related information via the Sambhav app. After filling all the personnel choice units, the software automatically transfers personnel based on their previous postings and work done by them in previous years.

In the first phase, a total of 679 inspectors have been transferred through software. On this transfer, it was found that the software was working as per policy. Software launched by former DG Kuldeep Singh, IPS. [6]

Following that, 59,553 personnel were transferred from this software by the year 2022, and 90 percent of the personnel got the transfer of their choice.

In 2023, The force headquarters had transferred more than 49,000 employees through the SANTOS app until March 15, 2023 for SCT-2023. This includes 360 assistant commanders, 120 deputy commanders, 832 inspectors, 1607 sub-inspectors, 3822 assistant sub-inspectors, 9508 havildars, 22,673 soldiers, 9602 technicians and tradesmen, and 1193 female soldiers[7]

Software Policy

This transfer policy applies to Group-A officers (up to the rank of Deputy Commandant) of Executive/Ministerial/Stenographic/Official Language/Para Medical Cadre, Groups "B" and "C" Officials/Personnel (including Mahila) of the General Duty (GD)/Pioneer/Signal/Ministerial/Para Medical Staff/Stenographic/Official Language/ Technical/Tradesman/ MTS cadres, etc. in Central Reserve Police Force.

Features

SANTOS allows CRPF employees up to the rank of DC to submit their transfer preferences through an Android and iOS app, helping them get transferred to a unit of their choice. Users also receive notifications for all system-wide transactions and processes related to their application. The SANTOS software allows users to apply under special cases, and their application consideration depends on the category under which they applied. The choice filling feature allows users to select a unit from all categories of units based on their previous posting particulars. The software works on a merit-based algorithm, and the merit is calculated using the hardship score, which depends on their transfer particulars.

Limitations

Currently, employees have to submit 25 choices of unit to get a transfer of their choice. Due to the large size of the force and broad policies, implementing policy changes in the software will take more effort[10].
