Engineering:E-Car

The E-Car classification (official designation M1E) is a proposed vehicle category for passenger cars measuring less than 4.2 metres in length. The initiative is intended to encourage the production of affordable small cars while promoting supply chains based entirely within Europe through potential European Union incentives.

Although the final size and weight requirements for E-cars have yet to be established, some Japanese kei cars could potentially satisfy the proposed criteria without requiring significant modifications. This could allow manufacturers to export existing models to the European market with minimal adaptation.

History

In 2023, Luca de Meo, then CEO of Renault and president of the European Automobile Manufacturers Association (ACEA), advocated for pragmatic regulations and proposed the concept of a "European kei car", which could benefit from incentives similar to those available in Japan, such as parking privileges and tax reductions.

The term E-Car was first introduced by European Commission President Ursula von der Leyen during her 2025 State of the Union address, where she stated that Europe should develop its own "E-Car", with the letter "E" representing "environmental", "economical", and "European".

Shortly after these statements, Dacia unveiled the Hipster concept, which some publications described as a potential first European kei car.
