Eurasia Foundation was founded as a non-profit in the United States in 1992, following the collapse of the Soviet Union. Initially funded almost entirely through the Freedom Support Act, the foundation has diversified it's sources of revenues to other sources including private and corporate donations (including several years of funding from the Carnegie Foundation) and competitively won funding from USAID and other donors. In 1993 EF opened its first field office in Moscow and additional field offices were opened in all other countries of the former Soviet Union. Starting in 2004, as part of its localization strategy, EF transformed into the Eurasia Foundation Network that consists of Eurasia Foundation and seven local independent organizations that collaborate to advance EF's mission. In 2008 the U.S. Congress passed the Eurasia Foundation Act to provide continued funding. Eurasia Foundation also played a key role in establishing five legacy organizations and continues to support their initiatives and institutional growth.

Leadership and Management
Eurasia Foundation has a management team, Board of Directors, and an Advisory Council. It is presently managed by Lisa Coll who serves as President. From 2006 until 2018 EF's president was Horton Beebe-Center who joined the Foundation in 1993 and served as the first field officer who established offices throughout the Eurasia region who also ran the Moscow office from 1993 until 1995. The Board of Trustees and Advisory Council include many retired Ambassadors and Academics including James A. Baker III who serves as Honorary Co-Chair and Thomas R. Pickering. Notable members of the Board of Directors include Ambassador (ret) Pamela L. Spratlen, Chair and Ambassador (ret) Richard L. Morningstar, Vice Chair.
