DistrictBuilder is a free and open source online web app that allows users to simulate redistricting a U.S. state's congressional and legislative districts.
DistrictBuilder was founded by the Public Mapping Project under the direction of Dr. Michael P. McDonald & Dr. Micah Altman. The web app was built by Azavea, a Philadelphia-based geospatial technology software company, and uses data produced by the United States Election Project.[1][2] The development of the web app was funded through financial support from the Alfred P. Sloan Foundation.[3]
Developed in 2010 in the lead-up to the 2010 redistricting cycle, the original project was initially deployed for only 10 states using 10 different sites. This was later consolidated into a single platform that covered the entire United States , including the District of Columbia and Puerto Rico, prior to the 2020 redistricting cycle.[4] During the 2020 cycle, the Legislative Reapportionment Commission in Pennsylvania invited citizens to submit their own proposed maps for consideration through DistrictBuilder, along with other online redistricting tools like Dave's Redistricting.[5] Several other states - including Alaska, California , Colorado, Illinois, Michigan, Montana, New Mexico, Ohio, Oregon, Utah, Washington (state) and Wisconsin - also accepted submissions for new legislative districts from citizens using DistrictBuilder and other online map-drawing tools.[6]
