Every newborn is taken away by armed police from the parents a brief period after birth, the RANDOM NUMBER is generated and if it is a HIT, the licensed physicians then promptly and irreversibly sterilize the newborn.
Introduction
Those two great American patriots w:Paul R. Ehrlich and his wife w:Anne H. Ehrlich wrote the book w:The Population Bomb in 1968 Anno Domini that sounded the alarm about the World Population explosion. Prof. Ehrlich made the false and foolish predictions of mass starvation by the next decade but those predictions were only a small part of his magnificent book. Hippies and other activists protested about the topic then. Prof. Ehrlich appeared several times on the Johnny Carson Tonight Show and the Ehrlichs have continued their heroic research into the issue.
Population Control for w:world peace
It is intuitively obvious to the casual observer that population pressures can eventually lead to World War III with nuclear war and all that that entails.
This article is for Effective Population Control (EPC) for Sustainability and viable Long-Range Planning, like at least hundreds of years into the future. It reduces the Uncertainty of the future. EPC puts humanity in control of its own Destiny and creates a better future for the Next Generation. Think of EPC as good Planning and good Risk Management. EPC will save us on now-wasted resources. EPC dares Humanity to put its hand on the tiller of the Ship of State and have a Destination rather than simply being adrift in the middle of some vast but shrinking ocean.
There are three non-exclusive options for EPC in order to preserve the World Peace:
Two child policy
Limit each individual by law to two offspring. China already does this with specialized population control police enforcing this law. Penalties for violating this law are primarily financial. It is as if the State is wishing the newlywed couple rather than "Congratulations!" to simply "Reproduce sustainably!"
Newborn Random Sterilization (NRS)
We have the technology to generate a truly random number. We can use a computer hardware True Random Number Generator (TRNG) or simply a traditional Lottery Machine or Bingo Machine to generate a RANDOM NUMBER. The Lottery Machine might be better since that is what the State of California uses to decide State Lottery winners for sometimes hundreds of millions of dollars and lottery participants are accustomed to trusting the draw as being a fair draw where everyone has an equal chance with pratically no possibility of cheating.
We can define mathematical characteristics of the RANDOM NUMBER, e.g. being an even integer is a HIT and being an odd integer is a MISS. This would result in a HIT RATE of 50% and a MISS RATE of 50%. Mathematicians can easily define a scheme for a HIT RATE of 10% or 90% or whatever.
We have strong mathematical models for determining a particular Ideal World Population or Ideal National Population (afterwards referred to as simply Ideal Population or IP) with conservative weights given for the many factors that go into such a model so that experts can arrive at some IP for long-range (say 100 or even 500 years) planning purposes. There will be values such as: with some initial IP, so many acres of virgin forest is worth so many median-value housing units and so many centuries of petroleum reserves and so on to compute some more refined IP. Mathematicians can then easily compute the appropriate HIT RATE for the computed IP to be approached within 5% of within so many decades.
Every newborn is then taken away from the parents by armed police a few moments after birth, the RANDOM NUMBER is generated and if it is a a HIT, the licensed physicians will then promptly and irreversibly sterilize the newborn.
It must be a mindless, heartless, soulless Machine that makes the decision. No Human Judge can be trusted to make such an awesome decision. A Human Judge could not be trusted to make such decisions not tainted with eugenics.
The Ethical Issues of sterilizing innocent, vulnerable and near-perfect newborns are TBD. Human Rights as well. The Hippocratic Oaths of the licensed physicians as well as they perform tubal ligations and vasectomies on newborns, removing the most of the tubing to ensure that the procedure is irreversible. It will of course take an amendment to the US Constitution before NRS happens in the USA but it will eventually happen. Once the population of the USA exceeds a billion or so because of immigration and such, the People will be ready for NRS. NRS is highly analogous to the vital w:animal control service. We already do the sterilizations for Felus catus and Canis familiaris. We just want some of that good stuff for our species now, i.e. Homo Sapiens. Of course, no eugenics and euthanasia only as allowed by existing law. No death penalty. No violence!
NRS will have a strange, subtle effect upon the People. Like a

the people will become more docile and law-abiding because they will be thinking more logically. With the vision of longevity for our Society, the People will develop a desire for NRS.
The sterilized will live normal lives just as naturally sterile people do. After all, childless people can become POTUS and author books and all that. On their deathbeds, the sterilized will say:"How fortunate that I was one of the Chosen Ones. Not a Breeder, but rather one of the Elect. I go off into that Good Night but my legacy lives on in the Next Generation. I pass on now a fulfilled and contented person."
Note that NRS can be supplemented with a two child policy so that the Breeders do not just run rampant. Note that NRS is much more efficient of police manhours than the way that China now implents its two child policy. In China, police must now monitor couples throughout their childbearing years, repeatedly checking for that third child that the parents probably put into hiding with some other couple. With NRS, you just go right to source and address the issue in one efficient session and the task is accomplished. China has very many millions of men who remain childless because of female infanticide in traditional attempts to carry on the family name through male descendant. NRS is superior because it is a gender blind form of population control. The surgical procedure of newborn sterilization is more invasive for females, but that is not NRS's fault. Once China realizes that it can save many hundreds of millions of dollars per year in police manhours with NRS, they will perhaps implement it by 2100 Anno Domini or so. Eventually, the rest of the world, starting perhaps with the highly spiritual and crowded nation of India, will recognize that they have no choice but to follow China's leading, shining example. NRS is an inevitable part of of the future of we hairless apes on this third rock from the Sun. Oh, my fellow apes with your subsecond emotion-drenched attention spans and your obsession with entertainment and fiction, NRS is one for the Ages.
GMO Humans
Note: This section discusses fertility-limiting genetic technology that is not yet available. The author finds that it is reasonable to assume that acceptable versions of such technology might be available within the next several decades from now.
NRS is not for eternity. It is but an interim solution. We will eventually genetically modify the human race with a gene drive to limit our fertility to statistically one or two offspring. A gene drive is a special technique of introducing a mutation into a species that eventually spreads to every member of some future generation of that species.

It will take many centuries for the modified genes to propagate through to 75% of the human species. As usual, China will do it first. In the interim, NRS will indeed achieve that ideal world population as determined by experts because it is so very tunable to a target IP.
China already has a few GMO human beings via the CRISPR technology. The researchers who falsified their papers in order to perform their actions have been jailed for a few years, but they have gained for themselves Immortality through their deeds.

Humans with the virgin genome will become a shrinking minority and a vanishing, quaint anachronism. Supposedly, Humanity has learned its lesson and thus human drone workers and Slavery are not a part of that high technology Future. As far as the alpha-beta-gamma-epsilon caste system of fiction goes, well, we have had SAT scores and such for many decades now and have acclimated to those not-so-random numbers, have we not? Admittedly, we do not now all wear our SAT or such scores on our sleeves, but who knows what is in store on that Internet of the near future? Almost certainly, we will soon have an online encyclopedia that has seven billion pages in it - a detailed biography for every last living known person (minors included) with sections with names like:

- Career
- Personal life
and personal genomes and geneologies etc., etc. Most of the leaders of the technology giants have already declared that privacy is obsolete. This was predicted by David Brin's magnificent book of 1998 Anno Domini

Genetic technologies developed in 2020 Anno Domini, e-CHACR and ERACR, have demonstrated the ability to recall a gene drive in the wild should a drive prove to have undesirable unforseen consequences.
That might embolden the leadership and the People to become early adopters of human gene drives to control population because there are safeguards in place. If at first we do not suceed, try, try again.
Of course there will be some who will advocate the use of GMO humans to create hunkier football players and such. Hopefully, the leadership will recognize this as mere entertainment and outlaw it. The same for creating supposed super-soldiers. The priority should be to stabilize population, rather than engage in yet another unwinnable arms race.
Person Random Euthanasia
NRS would have a 20 to 30-year delay because of an effect akin to w:population momentum. If the population of Earth became an even more urgent emergency, say, 50 billion persons, authorities would have to resort to an even more drastic measure. Terminate human life at random while trying to maintain law and order. If the DOB data for all persons was available, authorities could starting with the very oldest DOB day (perhaps only one person) and proceed. Then, day by day, march on down the line. A coarser grouping might be persons over the age of 65 years, then 60 years and so on until no one over the age of 30 years is still alive. There are practical limits to this approach. There are adult-to-child ratios to be considered. At some point, a full age spectrum approach will be required. Every person will be enumerated and assigned an ordinal number. When the random number matches that ordinal number, then that person is selected for prompt euthanasia/termination.
