Earth observation satellite. Some of the secondary satellites were deployed to the wrong orbits[5], and some secondary satellite operators collected insurance for DOA satellites[6]. Glavkosmos initially disagreed that there was a launch failure, but eventually confirmed a problem with the Fregat upper stage[7]. | ||||||||
